Consultancy in Lao PDR - Refinancing

ADA is seeking an experienced consultant with expertise in refinancing mechanisms.

  • Position: Consultant – Refinancing Mechanisms
  • Contract duration: 20 days
  • Expected start date: November 2025

Project Background
Over the last 15 years, ADA has supported the development of Village Credit Schemes (VCS) in Lao PDR through several programmes. The VCS provide villagers access to affordable credit without the need for collateral, facilitating local economic development. The Savings and Credit Union Soumson Phatthana (SCU SP) was established to offer support to the VCS, but both face challenges related to financial sustainability.

Objectives of the consultancy
We are seeking a consultant to assess potential refinancing mechanisms that can support the long-term sustainability of the SCU SP and VCS. The consultant will:

  • Identify and engage with financial institutions in Lao PDR to explore refinancing options.
  • Assess the financial, legal, and operational feasibility of identified mechanisms.
  • Develop a roadmap for implementing refinancing solutions.
  • Provide hands-on support during the initial phases of implementation.

Key responsibilities

  • Engage with relevant stakeholders including banks, MFIs, and donors.
  • Develop strategic guidance on refinancing mechanisms.
  • Assist in drafting agreements and capacity-building initiatives.
  • Document the process and compile a final report outlining future actions.

Deliverables

  • A comprehensive work plan.
  • Interim report on the feasibility of identified refinancing mechanisms.
  • Roadmap with detailed steps, timelines, and resource allocations.
  • Contracts and legal agreements.
  • Final report summarising the consultancy outcomes and recommendations.

Qualifications

  • Expertise in refinancing mechanisms, particularly in the context of microfinance institutions.
  • Proven experience working in Lao PDR or similar contexts.
  • Strong knowledge of the local financial inclusion landscape.
  • Ability to conduct feasibility studies and develop strategic partnerships.

Project Advisor – ICCAP (Inclusive Climate finance for vulnerable Communities in Asia Pacific)

ADA is seeking a highly experienced Project Advisor with green inclusive finance/climate finance expertise for the effective implementation of ICCAP activities.

The role entails working closely with National Coordinators and Financial Service Providers (FSPs) to develop and implement action plans, financial products, and investment readiness strategies, while also providing technical support for the Regional Adaptation Investment Facility (RAIF) and contributing to knowledge management, monitoring and reporting efforts in the project across countries. The PA works closely with each of the 6 National Coordinators based in the 6 target countries, the second PA and ADA’s programme officer based in Luxembourg. The PAs and the Programme Officer report to ADA’s head of programmes.

Terms of contract:

This regional position covers activities in Bangladesh, Bhutan, Cambodia, Laos, Fiji and Nepal. The PA will be based in Bangladesh or Nepal and Cambodia. 
Nature of contract: full-time consultancy contract (around 220 days/year).
Proposed contract duration: 3 years with possibility of extension.
Estimated starting date:  first quarter of 2025
